QDEV_HLP_RESGLOB() - Declares a variable in code seg.
SYNOPSIS
QDEV_HLP_RESGLOB(type, name);
QDEV_HLP_RESGLOB(<type>, <name>);
FUNCTION
This macro is especially useful when one wants to put
true globals in resident binaries.
INPUTS
type - Type of variable(datatype, struct, pointer).
name - Symbol name of this very variable.
RETURNS
No output.

NOTES
Beware! Code generated with QDEV_HLP_RESGLOB() decls
is considered self-modifying!
Do not define library bases using this macro, it will
not work!
