NAME
nfo_ktm() - Kool Task Manipulator as a function.
SYNOPSIS

FUNCTION
This function allows simple ops(priority change,
signalling, freeze and activate) to be performed
on tasks. It also allows just to search in tasks.
INPUTS
fd - Output file descriptor, can be NULL.
If you want output then pass 'Output()'.
name - NULL terminated string that can contain
ordinary name or AmigaOS patterns or CLI
number or task address in one of four
numeral systems.
flags - Flags that determine type of ops and/or
how to search. See header file.
setarg - This arg. is to be used in conjunction
with flags who take an argument.
RETURNS
Returns task address or 0 on failure/miss.

NOTES
This func. works in forbidden state which should
make task freezing a lot safer.
If 'name' was supplied with an int. then it will
be dispatched following way. CLI process numbers
should be in range of 1 to 4096 everything above
is considered an address! Additionally negative
integers mean: -1 = list tasks and non-CLI proc.
-2 = list all tasks, -3 = list non-CLi processes
-4 = list all CLI processes.
